ECSEN launch : CSE launches its oil and gas subsidiary into orbit

On Thursday October 21, 2020, the Minister of Petroleum and Energy presided over the launch workshop for ECSEN, a subsidiary of Compagnie Sahélienne d’Entreprise (CSE), which aims to specialize in the supply of logistical goods and services in the oil and gas sector. Mouhamadou Makhtar CISSE took the opportunity to encourage and invite all the structures fighting to enter this niche to redouble their efforts and vigilance, and to surround themselves with all the necessary guarantees to win the battle for local content.

“At the national workshop on local content held on July 02, 2019 at CICAD, His Excellency Mr. Macky SALL, President of the Republic, forcefully emphasized the Government’s desire to fully involve the Senegalese people in the exploitation and management of oil and gas resources, as part of a proactive approach,” the Minister began. For him, “the strategic positioning of CSE, one of the major players in our national economy, is a pertinent response to the Head of State’s appeal, and an example to all national investors, to prepare now to participate actively, with rigor and professionalism, in the forthcoming exploitation of our natural resources”.

The Minister welcomed this welcome initiative, which coincides with the previous day’s adoption by the Council of Ministers of decrees setting out the terms and conditions for Senegalese investor participation in companies involved in oil and gas activities, and the organization and operation of the Comité National de Suivi du Contenu Local (CNSCL).

It’s a call that CSE has been working on ever since, according to its Chairman and CEO Mr. Omar SOW, who describes the new company as one that will “best meet the needs of the various players involved, both onshore and offshore, in the Oil & Gas sector”. According to Mr. SOW, “the challenges we met in the construction sector, we’re going to meet in the Oil & Gas sector”.

Meeting the challenge and creating jobs

ECSEN will be involved in maritime transport (transfer of personnel and offshore equipment, transfer and port access), catering and the supply of skilled labor. The new entity intends to provide a range of complementary services (medical assistance by ship, lifting, industrial maintenance, road support, husbandry, accommodation, etc.). To this end, it has teamed up with international partners experienced in these fields.

It hopes to contribute to the creation of several direct and indirect jobs in this sector.

For the President of the Conseil National du Patronat, Mr. Baïdy AGNE, “ECSEN is quite simply a perfect example of Senegalese Local Content”. He thanked the Minister of Petroleum and Energy for his diligent support, which led to the signing of the local content application decrees by the President of the Republic.
